Parking Representations Officer

£25.96 per hour (Umbrella) – London
Interim Contract – Local Authority

A London-based local authority is seeking a dedicated professional to join their Parking Appeals and Representations Team on an interim basis.
As a key member of the team, you will deliver a timely and effective service for the Parking and Network Management team and contribute directly to the council’s core priorities: Climate Change, Air Quality, and Streets for People.

Key Responsibilities:

  • Investigate and respond to all parking-related correspondence, including informal and formal representations and appeals against Penalty Charge Notices (PCNs).
  • Represent the council at external adjudication hearings, presenting evidence to Environment and Traffic Adjudicators at London Tribunals.
  • Ensure compliance with statutory processes, Civil Procedure Rules (CPR 75), internal KPIs, and council communication procedures.
  • Manage parking permit and parking control suspension applications within set timeframes.
  • Handle customer queries via phone, email, and other channels, ensuring high levels of service to residents and visitors.
  • Identify recurring issues or trends in complaints and escalate appropriately.
  • Prepare evidence packs and strategies for complex cases.
  • Authorise the cancellation of PCNs and initiate refunds where applicable, in line with council policy.
  • Monitor and report on enforcement practices and infrastructure, ensuring compliance with established standards.

Ideal Candidate:

  • Proven experience working in a Parking Representations Officer or similar enforcement role within a local authority.
  • Strong understanding of parking legislation, appeals processes, and the work of the Environment and Traffic Adjudicators.
  • Excellent communication and written skills, with the ability to draft clear, balanced and evidence-based responses.
