Location: North London
Rate: £37.50 per hour (umbrella)

Job Overview:
The Emergency Planning and Resilience Officer will play a crucial role in safeguarding the resilience of the London Borough, ensuring that essential Council services remain operational for local communities during disruptions. The successful candidate will lead the Council’s Business Continuity Programme and take charge of resilience assurance reporting at both local and London-wide levels.

Job Overview:
The Emergency Planning and Resilience Officer will play a crucial role in safeguarding the resilience of the London Borough, ensuring that essential Council services remain operational for local communities during disruptions. The successful candidate will lead the Council’s Business Continuity Programme and take charge of resilience assurance reporting at both local and London-wide levels.
Key Responsibilities:
- Lead Practitioner for Business Resilience:
- Maintain and enhance a robust business continuity management programme, ensuring alignment with national guidance, professional standards, and best practices.
- Governance Oversight:
- Manage and provide oversight for governance arrangements related to business continuity. Report to senior officers and Member boards, ensuring sustained commitment to resilience across the Council.
- Business Continuity Risk Register:
- Develop and maintain the Business Continuity Risk Register. Collaborate with various Services to communicate, identify key risks, and implement resilience-building activities.
- Annual Business Impact Analysis:
- Lead the annual business impact analysis, generating insights into vulnerabilities and resilience. Report annually on key findings.
- Corporate Business Continuity Plan Maintenance:
- Ensure the corporate business continuity plan is up-to-date and aligned with organisational changes and Borough Plan Priorities.
- Organisational Development Activities:
- Work collaboratively to design and deliver a programme of organisational development activities. This includes communications, training, and a cycle of testing and exercises to validate business continuity plans.
- Subject Matter Expertise:
- Provide expert advice and support to Heads of Service and Senior Managers to enhance the resilience of their Services.
- Cyber Resilience:
- Lead initiatives to build cyber resilience in collaboration with Digital Services and Audit and Risk Management. This includes commissioning and developing cyber awareness training, workshops, and exercises.
- Resilience Assurance Activities:
- Lead resilience assurance activities for the Council, including reporting on Resilience Standards for London, business continuity assurance, and internal governance reporting.
- Experience:
- At least 2 years’ experience as a business resilience practitioner in a medium to large organisation.
- Crisis Management:
- Ability to handle crisis situations effectively, with clear thinking, confident communication, and high performance under pressure.
- Analytical Skills:
- Extensive experience in analysing business problems and applying standards and best practices to deliver excellent advice and tailored solutions.
