Estates Strategy Delivery Manager
Location: Surrey (Hybrid)
Rate: £630 per day (Umbrella)
Contract Type: Temporary / Contract

Job Overview:
We are seeking an experienced Estates Strategy Delivery Manager to join our client’s team on a contract basis. The role will involve supporting the delivery of Estates Development Strategy Projects across the Surrey property portfolio. These projects, ranging in value from £500,000 to £10,000,000, will include property disposals, refurbishments, and new builds.
This hybrid position requires travel across Surrey, so access to a vehicle is essential.

Key Responsibilities:
  • Manage the delivery of Estates Development Strategy projects across a diverse property portfolio.
  • Oversee the planning and execution of projects, including disposals, refurbishments, and new builds.
  • Work collaboratively to ensure projects are delivered on time, within scope, and on budget.
  • Provide strategic advice on real estate, including land value, development opportunities, and project feasibility.
  • Prepare and oversee the submission of planning applications and appeals documentation.
  • Ensure full compliance with all health and safety regulations, including CDM 2015.
  • Monitor and manage risk throughout all stages of project delivery.
  • Ensure projects adhere to Standard Forms of Contract and manage contract negotiations.
  • Effectively communicate and negotiate with stakeholders at all levels, including senior leadership.
  • Oversee financial management of capital and revenue budgets, ensuring accountability for cost-effective delivery.
Essential Experience & Qualifications:
  • Extensive experience in estates/construction programme management.
  • Full current membership of a professional body, e.g., Royal Institute of Chartered Surveyors (RICS) or Royal Institute of British Architects (RIBA).
  • Degree in architecture, surveying, construction, or engineering, or equivalent relevant experience.
  • Demonstrable experience in a senior position, managing estates strategy, construction projects, and project planning.
  • Experience managing multiple projects with varied value ranges.
  • Fully conversant with CDM 2015 and all Standard Forms of Contract.
  • Strong experience in risk management and providing strategic real estate advice.
  • Proven ability to lead technical teams and manage services across a multi-site organisation.
  • Extensive financial experience, including accountability for capital/revenue budgets.
  • Knowledge of CIL/S106 and experience preparing planning applications and appeal documentation.
  • Strong decision-making and negotiation skills, with a proven ability to influence senior stakeholders.
  • Excellent presentation and communication skills.
  • A proactive, innovative, and strategic thinker capable of driving projects to successful completion.
